The Institute for Educational Planning and Administration (IEPA) has been upgraded to a UNESCO Category II Institute to advance and promote Educational Planning, Administration and Leadership for the West Africa Sub-region.

Applications are invited from suitably qualified persons for appointment to the under-listed positions in the Institute as follows:

1. DIRECTOR-GENERAL (DG)

  1. Position Description:
  1. Position Title: Director-General
  2. Job Level: Managerial/Executive
  3. Location: University of Cape Coast, Cape Coast, Ghana
  4. Reports to: Chairman of the Governing Board

The DG, shall be the overall head of the Institute. The appointed DG reports to the Governing Board, and will be responsible for the overall strategic and operational performance of IEPA UNESCO Category II Institute. The incumbent should be results driven and passionate about projecting the status of educational advancement in West Africa using shared growth strategies that are in line with the Institute’s growth and success agenda. The DG’s responsibility also extends to the effective management of the Institute in fulfilment of the vision and mission and within the statutory framework laid down by the IEPA Governing Board. The DG shall:

  1. Drive the maiden strategic agenda of IEPA UNESCO Category II Institute.
  2. Provide strong visionary leadership and innovation.
  3. Ensure the implementation and achievement of IEPA’s current and future strategic direction set by the Board.
  4. Ensure delivery of strategic and operational key performance results, and outcomes.
  5. Promote the mandate of IEPA and lead the Management Team.
  6. Foster partnerships across the operational constituents of the UNESCO Category II Institute by leading the development and implementation of:
    • Programmes that have the capacity to advance educational processes.
    • Activities that leverage on digital transformation in the systems of education in Member countries.
  7. Promote a culture of client-centric services.
  8. Develop new sub-regional opportunities and sustaining valuable relationships with private and public sector stakeholders to ensure the Institute’s continuous growth.
  9. Assess principal risks and compliance challenges of the Institute’s core mandate and provide mitigating processes for optimum service delivery.
  10. Develop and promote a culture of fiscal discipline in a transparent manner.

B.  Key Responsibilities:

D. Qualification and Experience

  1. PhD and proven professional experience in one of the areas of competence of UNESCO particularly in Education.
  2. Over 15 years of work experience in the educational industry inclusive of 7 years in a senior management position in an educational institution.
  3. Not older than 55 years by the date of appointment.
  4. A proven track record and international exposure in his or her areas of expertise and practice.
  5. Strong communication and people management, with fundraising background and experience skills to build strong professional relationships, foster stakeholder engagement, create new partnerships, and drive a culture of collaboration and innovation.
  6. Exceptional leadership, management, interpersonal and team-building skills with a focus on securing strategic partnerships, educational planning, human resource, and educational management.
  7. Excellent knowledge of English or French and a fair knowledge in the other.
  8. A citizen of a member state of ECOWAS.
  9. Membership of a relevant professional body.

E. Term of Office

The appointment shall be for four (4) years  renewable up to 4 years subject to satisfactory performance to be assessed by the Governing Board if that is not beyond the Satutory retiring age of  Sixty (60).

2. DEPUTY DIRECTOR-GENERAL (DDG)

A. Position Description:

  1. Position Title: Deputy Director-General
  2. Job Level: Managerial/Executive
  3. Location: University of Cape Coast, Cape Coast, Ghana
  4. Reports to: Director- General  

The Deputy Director-General (DDG) shall assist the DG for the overall operational performance of IEPA UNESCO Category II Institute and the achievements of the Institute’s growth and success agenda. The DDG’s responsibility also extends to supporting the DG’s effective management of the Institute in fulfilment of the declared vision and mission and within the statutory framework laid down by the IEPA Governing Board. The DDG shall coordinate the activities of the Institute’s directorates, chair the Institute’s meetings in the absence of the DG, and perform any other duties prescribed by the DG. The DDG shall assist the DG in the following:

  1. Ensure the implementation and achievement of IEPA’s current and future strategic direction set by the Board.
  2. Ensure delivery of strategic and operational key performance results, and outcomes.
  3. Provide the mandate and leadership for the Management Team to work in partnership across their operational groups, to lead and implement continuous improvements in educational processes, leveraging digital transformation, and ensuring delivery of client-centric services.
  4. Account for developing new sub-regional opportunities and sustaining valuable relationships with private and public sector stakeholders to ensure the Institute’s continuous growth.
  5. Assess and mitigate principal risks and compliance of the Institute’s core mandate, together with its growth and success and ensures that appropriate management and technological systems are in place for delivering the expected services and performance standards.
  6. Provide strong visionary leadership and innovation.

3. DIRECTOR OF COMMUNICATIONS AND PUBLIC RELATIONS (DCPR)

A.  Position Description:

  1. Position Title: Director of Communications and Public Relations
  2. Job Level: Managerial
  3. Location: University of Cape Coast, Cape Coast, Ghana
  4. Reports to: Director-General

The Director of Communications and Public  Relations (DCPR), reports to the Director-General (DG) and will be responsible for the strategic communications and public relations of IEPA UNESCO Category II Institute and the achievements of the Institute’s Growth and Success agenda. The DCPR’s responsibility also extends to assisting the DG’s effective management of the Institute in the area of communication and public relations in fulfilment of the declared vision and mission within the statutory framework laid down by the IEPA Governing Board.

B.  Key Responsibilities:

The DCPR is vested with broad responsibilities and authority as per IEPA’s governance policy and operational guidelines. Major responsibilities include:

  1. Strategic communication management of IEPA as per the Governing Board’s approval of the Strategic Plan & Compliance to Statutory Policies and Governance
  2. Public relations management
  3. Management of IEPA’s reputation for quality, reliability, and client satisfaction.
  4. Delivery of press releases and all communications with the public. Ensures brand message is consistent, timely, and relevant.
  5. Media Relationship Management and Collaboration
  6. Publication of videos and photography on Institute website and blogs.
  7. Documentation of IEPA’s presence at events, conferences, and speaking engagements.
  8. Advocacy on behalf of the IEPA brand with external stakeholders and the media across all communications channels and vehicles.

D. Qualification and Experience

  1. Master’s degree in Communications, Marketing, Business Administration, Law, English, Journalism, Public Relations, International Relations, Information Technology, Psychology, or any other related field. A PhD would be an added advantage.
  2. At least 10 years’ experience working in a leadership position preferably as Head of PR or a Head of Content in an educational institution.
  3. Strong fundraising background and experience
  4. Strong communication and people management, interpersonal and influencing skills to build strong professional relationships, foster stakeholder engagement, create new partnerships and drive culture of collaboration and innovation.
  5. Proven experience in building, coaching, and mentoring a team of communications specialists and in leading the execution of communications strategies to improve IEPA’s client base expansions and financial performance.
  6. Membership of a relevant professional body.
  7. Must not be above 55 years of age.

E.  Term of Office

4.   DIRECTOR OF ACADEMIC & PROFESSIONAL DEVELOPMENT (DAPD)

A.  Position Description:

  1. Position Title: Director of Academic & Professional Development
  2. Job Level: Managerial/Executive
  3. Location: University of Cape Coast, Cape Coast, Ghana
  4. Reports to: Director General

The Director of Academic & Professional Development (DAPD), reports to the Director-General (DG) and will be responsible for the Academic & Professional Development Directorate of the Institute and the achievements of the Institute’s Growth and Success agenda.

The DAPD shall be responsible for:

  1. Ensuring the implementation and achievement of IEPA’s current and future strategic direction with regards to the Directorate of Academic & Professional Development set by the Governing Board and ensures delivery of strategic and operational key performance results, and outcomes.
  2. Accounting for promoting and developing new Academic & Professional Development programmes for the sub-region with private and public sector stakeholders to ensure the Institute’s continuous growth.
  3. Assessing and mitigating principal risks and compliance of academic and professional development programmes together with its growth and success and ensures that appropriate management and technological systems are in place for delivering the expected services and performance standards.

B.  Key Responsibilities:

The DAPD is vested with broad responsibilities and authority as per IEPA’s governance policy and operational guidelines. Major responsibilities include:

  1. Overall administration, coordination, and development of instructional policies, programs, personnel and classroom facilities.
  2. Creating and sustaining an environment of academic and professional excellence for students and faculty and a collaborative working environment with team members
  3. Documentation of IEPA’s programmes
  4. Establish and reinforce academic policies and procedures to ensure quality of academic offerings
  5. Plan and coordinate a balanced curriculum for programs in consultation with stakeholders.
  6. Monitor and report on student performance to leadership.
  7. Prepare and submit academic accreditation reports as needed.
  8. Update and implement the Institutes’ handbook and evaluations.
  9. Facilitation of Certification  for Programmes at the Institute.

    2. Ensure the appropriate accrediting criteria and requirements are maintained.
    3. Coordinate, set and maintain Admission standards and the process.
  3. Faculty and Staff Development:
    1. Continually improve the faculty and educational staff orientation, training and development activities to promote a culture of learning.
    2. Oversee the evaluation of all faculty and staff in the Directorate.
    3. Create and enforce the systems, policies, and procedures in order to ensure educational consistency.
  4. Fiscal Responsibilities:
    1. Guide the Management in the preparation and implementation of the budgeting process.
    2. Finalise annual budgeting for the Directorate 
    3. Make necessary changes to ensure the fiscal health of the Directorate and achievement of strategic objectives.
    4. Meet the targets of all Key Drivers of the strategic thrust on Academic and professional development. 
  5. Community Responsibilities:
    1. Develop educational articulation relationships with school districts and other institutions in the sub-region.
    2. Enhance internship opportunities within the sub-region.

   D.  Qualification and Experience

  1.     Must have earned a graduate level degree from a recognized institution of higher learning. A doctorate would be an added advantage.
  2. Not older than 55 years by the date of appointment.
  3. Over 10 years of work experience in Academic Affairs inclusive of 7 years in a senior management position in an educational institution.
  4. A proven track record and international exposure in his or her areas of expertise and practice.
  5. Strong communication and people management background and experience skills to build strong professional relationships, foster stakeholder engagement, create new partnerships, and drive a culture of collaboration and innovation.
  6. Excellent knowledge of English or French and a fair knowledge in the other.

5.  DIRECTOR OF RESEARCH, INNOVATION & OUTREACH (DRIO)

A.  Position Description:

    1. Position Title: Director of Research, Innovation & Outreach
    2. Job Level: Managerial/Executive
    3. Location: University of Cape Coast, Cape Coast, Ghana
    4. Reports to: Director General

The Director of Research, Innovation & Outreach (DRIO), reports to the Director-General (DG) and will be responsible for the Research, Innovation & Outreach Directorate of IEPA UNESCO Category II Institute. The Director of Research, Innovation & Outreach shall be responsible for the following:

  1. Coordinate the Institute’s  research agenda
  2. Source and manage funding for research
  3. Ensure quality research by writing research proposals that can sell and be executed to register the Institutes’ presence in the Ghanaian economy and the international domain
  4. Coordinate  and support publication of journals and books in the Institute
  5. Advice management on procedures that promote research-based teaching
  6. Coordinate outreach activities
  7. Finding innovative ways of doing things

B.  Key Responsibilities:

The DRIO is vested with broad responsibilities and authority as per IEPA’s governance policy and operational guidelines. Major responsibilities include:

6.  DIRECTOR OF GRANT & CONSULTANCY (DGC)

A.  Position Description:

  1. Position Title: Director of Grant & Consultancy
  2. Job Level: Managerial
  3. Location: University of Cape Coast, Cape Coast, Ghana
  4. Reports to: Director-General

The Director of Grant & Consultancy (DGC), reports to the Director-General (DG) and will be responsible for the Directorate of  Grant & Consultancy of IEPA UNESCO Category II Institute and the achievements of the Institute’s Growth and Success agenda..

 B.  Key Responsibilities:

The Director of Grant & Consultancy is vested with broad responsibilities and authority as per IEPA’s governance policy and operational guidelines. Major responsibilities include:

  1.  Assess and improve grant seeking systems and infrastructure
  2.  Write, edit, compile, and submit grant proposals, and reports
  3.  Identify, prioritise, and organise grant prospects for clients
  4. Lead all aspects of grant writing, including gathering content, planning grant-funded projects, writing and editing, compiling attachments, and submitting and grant proposals
  5. Facilitate relationship building with new funders and unlock opportunities to apply to new funders
  6. Determine strategies for increasing grant writing effectiveness, through stronger narratives, better financial documents or internal controls, clearer articulation of goals and outcomes, more organized program plans, and more
  7. Build a culture of philanthropy by helping clients’ staff and board to understand best practices in fundraising and how to apply those to grant seeking
  8. Support and enhance strategies for measuring the impact and success of grant-related work
  9. Stay aware of conventional and emerging trends and best practices in fundraising and nonprofit management
  10. Participate in strategic planning for the long-term health of the company
  11. Participate in business development, proposal writing, and editing for potential clients, to secure projects and other business opportunities
  12. Manage each project to success, including completion of deliverables

7.  DIRECTOR OF ADMINISTRATION & GENERAL SERVICES (DAGS)

A.  Position Description:

    1. Position Title: Director of Admin. & General Services
    2. Job Level: Managerial

    4. Reports to: Director General

The Director of Admin. & General Services Consultancy (DAGS), reports to the Director-General (DG) and will be responsible for Administration and General Services of IEPA UNESCO Category II Institute and the achievements of the Institute’s Growth and Success agenda.

The Director of Administration and General Services is vested with broad responsibilities and authority as per IEPA’s governance policy and operational guidelines. Major responsibilities include:

    1. Overseeing day-to-day operations
    2. Developing organizational policies
    3. Managing administrative budgets
    4. Hiring and training administrative staff
    5. Negotiating contracts and agreements with vendors
    6. Maintaining corporate relationships

  1. Position Description for Professor:
  1. Position Title: Professor
  • Location: University of Cape Coast, Cape Coast, Ghana
  • Reports to: Director of Academic & Professional Development
  1. Qualification and Experience

A person seeking appointment as Professor must:

  • possess a PhD in the relevant field of specialization.
  • evidence of capacity for continuous research and dissemination of knowledge through technology transfer and publications.
  • have a minimum of twenty-six (26) publications in recognized reputable peer-reviewed journals, at least ten (10) of which must have been published after promotion to the grade of Associate Professor.
  • evidence of Industry experience and membership of recognized professional body
  • nationally and internationally acknowledged as a teacher, scholar, and innovator educational planning with significant contribution to industrial innovations, as well as contribution to the intellectual and professional reputation of his/her University.
  • have been appointed as Professor in Educational Planning in a public tertiary institution or a duly accredited private tertiary institution in Ghana or elsewhere.
  • Membership of relevant professional body will be an added advantage.

ii.  Position Description for Associate Professor:

  1. Position Title: Professor
  • Location: University of Cape Coast, Cape Coast, Ghana
  • Reports to: Directorate of Academic & Professional Development
  1. Qualification and Experience

A person seeking appointment as Associate Professor must:

  • possess a PhD in the relevant field of specialization;
  • show evidence of outstanding performance in teaching, research, and industry-related innovations in the candidate’s subject area, as well as, contribution to the intellectual reputation of his/her University;
  • demonstrate capacity for continuous research and dissemination of knowledge through technology transfer and publication;
  • have a minimum of sixteen (16) publications in recognized reputable peer-reviewed journals, at least ten (10) of which must have been published after promotion to Senior Lecturer position;
  • provide evidence of other research/professional activity/products/ invention.
  • Evidence of industry experience and membership of a recognized professional body will be an added advantage
  • have been appointed as Associate Professor in Educational Planning in a public tertiary institution or a duly accredited private tertiary institution in Ghana or elsewhere;

iii.  Position Description for Senior Lecturers/Senior Research Fellows:

  1. Position Title: Senior Lecturers/Senior Research Fellows
  • Location: University of Cape Coast, Cape Coast, Ghana

  1. Qualification and Experience

A person seeking appointment as Senior Lecturer/Senior Research Fellow must:

  • have been appointed as Senior Lecturer/Senior Research Fellow in the relevant discipline in a public tertiary institution or a duly accredited private tertiary institution in Ghana or elsewhere; possess a PhD in Educational Planning or relevant field of specialization;
  • have taught for a minimum of six (6) years as a lecturer;
  • have a minimum of six (6) publications as a lecturer and nine (9) as a Research Fellow in recognized reputable peer-reviewed journals;
  • provide evidence of other research/professional activity/products/invention/innovation.
  • evidence of industry experience and Membership of recognized professional bodies will be an added advantage.
