The growing relationship between the University of Cape Coast (UCC) and the University of Rhode Island through their respective funded projects under the United States Agency for International Development (USAID) is contributing immensely to the sustainable use of fisheries resources in Ghana.
The Two projects that have brought the two institutions together in this regard are the USAID-GHANA Sustainable Fisheries Management Project (SFMP) and the USAID/UCC Fisheries and Coastal Management Capacity Building Support Project at the Department of Fisheries and Aquatic Sciences (DFAS), UCC.
As part of the capacity building process towards sustainable management of fisheries and coastal resources in Ghana is the recently refurbished and equipped Fisheries and Coastal Research Laboratory (FCRL) at DFAS. The Laboratory is expected to serve a national purpose by improving and elevating research in the fisheries sector to better inform policy direction in the sector.
In lieu of the objective set for the Laboratory, an array of modern laboratory equipment have been procured by DFAS through the USAID-funded project. To complement research activities of the Laboratory, the SFMP on Thursday 27th October 2016, donated a set of special equipment for the determination and analysis of fish age and growth. This will allows fisheries managers to understand the dynamics of fish stocks and how fish populations react to environmental stresses like commercial/sport fishing, natural mortality.
The equipment were presented to the Laboratory and DFAS on behalf of the SFMP by Dr. Najih Lazar (Senior Fisheries Advisor, SFMP) in a short ceremony largely attended by DFAS academic staff, technicians and students, and some representatives of the SFMP. Dr. Denis Aheto, Director for the Centre for Coastal Management and Project Manager for the USAID/UCC Fisheries Project, received the equipment on behalf of the Project and commended Dr. Lazar’s efforts of working closely and providing technical advice on fisheries issues to the USAID/UCC Project. He further expressed excitement at the arrival of the equipment and thanked the SFMP Project on behalf of the Head of Department, Fisheries and Aquatic Sciences (Dr. Noble Asare) and the Dean, School of Biological Sciences (Prof. Johnson Nyarko Boampong) who could not be present at the ceremony due to other official assignments. In his response, Dr. Lazar hinted that the initiative of an age and growth laboratory could be of a great service to the Fisheries Scientific Survey Division (FSSD) of the Fisheries Commission. Formal signatories were then exchanged to be the ceremony to a closure. Other DFAS academic members present during the ceremony are Prof Kobina Yankson, Prof. John Blay, Prof. Joseph Aggrey-Fynn, and Mr. Joseph Debrah.
As part of the implementation of the Graduate Enterprise Development Initiative (GEDI) project, a ceremony has been held at Alisa Hotel in Accra to award 20 young graduate entrepreneurs with a 100,000 Ghana Cedis each to enhance their businesses. In 2015, as a complement to the Youth Enterprise Support (YES) programme, the Export Trade, Agricultural and Industrial Development Fund (EDAIF) (now EXIM Bank Ghana) introduced GEDI to support graduates between the ages of 18 and 35 to set up and manage new enterprises in non-traditional export trade and agro-based processing to feed local industry. This initiative is premised on the fact that graduates have the potential of becoming successful entrepreneurs, if given the needed support. In this light, EXIM Bank Ghana engaged the services of the Directorate of Research, Innovation and Consultancy (DRIC) of the University of Cape Coast (UCC) as an implementing partner. Speaking at the award ceremony, the Acting Chief Executive Officer of the Bank, Dr. Baffour Osei, reported that they were excited to have carried out an idea they started pursuing. He stressed on the multiplier effects of the award in providing employment to other graduates. Dr. Osei assured the audience that the Bank, through its Monitoring and Evaluation Department, would follow up on the progress of the awardees to ensure that the money given them is put to good use. Chairman of the Board of the Bank, Professor Richard Bani who also chaired the ceremony said it is not only the big companies that contribute to the economy emphasising small scale companies contribute over $27 million to U.S. economy yearly. “The Small and Medium Enterprise (SMEs) are generating more to the economy in Ghana too because government alone cannot employ everyone. These young graduates develop innovative products and services for people to patronise," he said. He gave an example how four graduates from the University of Ghana launched the ‘Asoriba’ software after school to help churches with their tithes and networking among members. Prof Bani challenged the award winners to improve their products to enable them to get a ready market for their products both locally and on the international market. He also advised them to be careful about standard and make sure they work with the Ghana Standard Authority and Food and Drugs Authority so they meet the international market quality. The Lead Consultant for the GEDI project, Prof. Rosemond Boohene (Centre for Entrepreneurship and Small Enterprise Development [CESED] at UCC) reiterated that UCC had worked closely with EXIM Bank and the GEDI participants at each stage of the project implementation, through training, mentoring, coaching and final selection of the award winners. Prof. Boohene recounted the processes that the project had undergone. She indicated that an advert was placed in the national dailies (Daily Graphic and Ghanaian Times) and 75 applications were received from all the ten administrative regions of Ghana. According to her, all the participants were trained, coached and mentored to refine and improve their business plans. Subsequently, 37 business plans were shortlisted to conduct feasibility studies and pitch their business ideas for the grants. Appearing before an 11-member panel, 20 businesses were further selected. Prof. Boohene used the opportunity to congratulate the finalists and award winners and assured them of the University’s confidence in their success. “We cherish the hope that the vigorous processes that we have taken you through in the past six months, have adequately prepared you to manage your businesses. We would continue to provide support for you as you implement your respective projects”. Prof Boohene added that they would continue to liaise with the other 17 finalists to get alternative funding opportunities for their businesses. She thanked EXIM Bank for the opportunity. DelChris Ventures, one of the award winning businesses, on behalf of the awardees, thanked UCC and EXIM Bank for the support and pledged to live up to expectations. The team from UCC present at the ceremony included Dr. Daniel Agyapong and Mr. Dominic Owusu of the Department of Marketing and Supply Chain Management, Dr. William Ghartey (Department of Agric. Economics and Extension), Dr. Ernest Abano (Department of Agriculture Engineering), Dr. Grace Vandapuiye (Department of Crop Science), Mr. Isaac Nketsiah (Directorate of Research, Innovation and Consultancy), Mr. Dennis Penu (IDS) and Mr. Phanuel Wunu (Department of Finance). The Ghana Center for Democratic Development (CDD-Ghana) in collaboration with the Institute of Development Studies (IDS), University of Cape Coast, has organised a roundtable discussion on the study on the link between group level political inequality and ethnic conflict in fragile states.
The primary objective of the study, according to CDD, is to improve governance by reducing exclusion and discrimination of the ethnic groups and mitigate the diverse consequences of such policies.
Hosted by IDS, the scientific engagement was on the theme "Ethnic Power Relations and Conflict in Fragile States."
Presenting a study conducted by the CDD-Ghana, the Deputy Head of Research and Programme, CDD-Ghana, Dr. Franklin Oduro, explained that states were failing as a result of abuse of authority, comprehensive basic services and legitimacy.
Touching on authority failures, Dr. Oduro said fragile states lacked the authority to protect its citizens from violence.
On service failures,he noted that state fails to ensure that citizens have access to basic services, pointing out health services, basic education, water and sanitation, among others.
As regards legitimacy failures, Dr. Oduro indicated that the state "enjoys limited support, it is undemocratic, acquisition of power by force and suppression of the opposition."
He noted that access to state power focuses on ethnic groups controlling power alone, ethnic groups sharing power with others, ethnic group excluded from executive state power, ethnically unbalanced government structure, discrimination, among others.
Dr. Oduro indicated that the scientific engagement was aimed at bringing the research work close to the academia.
In his welcome address, the Director of the Institute for Development Studies, Prof. P.K Agbesinyale, indicated that the theme for the programme was timely especially at a time when the country was preparing for elections.
He stated that the forum would afford members the opportunity to improve on the data set.
The forum which is the third of its kind brought together academia and students.
