Ghana Police Service is Committed to its Collaboration with UCC-IGP

The Inspector-General of Police (IGP), Mr. James Oppong-Boanuh has reaffirmed the Ghana Police Administration’s commitment to its collaboration with the University to train highly skilled police officers in specialised fields of police operations.

Mr. Oppong-Boanuh said it was for this reason that the Ghana Police Service signed a Memorandum of Understanding (MoU) with UCC to begin the training of detectives in July 2020. 

The IGP made these statements during a meeting with a delegation from the University at the Ghana Police Headquarters, Accra, to fashion out modalities for the commencement of a Certificate Programme in Detective Training. 

Specialised Training

He said the Police Administration was not only interested in the training of detectives but other specialised units of the Service. He noted that the Ghana Police Service had different training schools with unique specialties and therefore, collaborating with UCC to train police officers to become specialists at the highest levels was extremely important. “A well-trained police officer with a degree will definitely perform better than his counterparts with lower qualification,” he stressed.   

The IGP noted that it was important to take steps to realise this noble idea of enhancing the capacity of personnel of the Ghana Police Service by implementing the terms of the MoU which was signed in July 2020. He indicated that every modern institution depended on capacity building and therefore, the Police Service could not be left out. He noted that the training programme would boost the confidence and professionalism of personnel to perform their duties effectively.

Mr. Oppong-Boanuh described the meeting as very historic since it would pave the way for the commencement of the long envisaged training programmes that would contribute towards raising the image of the Ghana Police Service to a higher level at the national and international levels.

Engagement

Responding, the Chairman of the Committee on Institutional Affiliation, Prof. Edward Marfo-Yiadom, on behalf of the Vice-Chancellor, stated that one of the core values of UCC was engagement. He explained that the University had carried out various forms of engagement activities with stakeholders as part of its mandate to address both national and international needs. 
“Our mandate is to find solutions to issues confronting society through teaching, research and outreach services so this collaboration fits perfectly in what we seek to achieve together,” he noted. 

Curriculum 

Making a presentation of the curriculum of the Certificate Programme in Detective Training at the meeting, the Head of Department of Forensic Sciences, Dr. Richmond Afoakwah, explained that it covered all the essential courses which would equip the officers to boost their skills in conducting criminal investigation and by so doing minimise crime.

The Provost of the College of Agriculture and Natural Sciences, Prof. Moses Jojo Eghan, gave the assurance that the University would do its part to enhance the training of police personnel. He was optimistic that the collaboration would contribute towards repositioning the Police Service as one of the best in Africa and the world.

On the affiliation of other police institutions, it was agreed at the meeting that a committee with members from the Ghana Police Service and UCC should be formed to identify modalities for the affiliation.

The UCC delegation was made up of Dean, School of Biological Sciences, Prof. Justice Kwabena Sarfo; Head, Institutional Affiliation Office (IAO), Justice K. G. A. Boateng    
Dr. Benjamin Aboagye and Mr. Isaac K. Badu, lecturers at the School of Biological Sciences; Assistant Accountant at IAO, Mrs Evelyn O. Amoah-Smith and an Assistant Laboratory Technologist, Ms.Fiona K. Kudiabor.

CEO of Water 4 Mercy Shows Interest to Partner UCC for Irrigation Project

The Chief Executive Officer (CEO) for Water 4 Mercy, Ms. Nermine Khouzam Rubin, has expressed interest to collaborate with the University to commence an irrigation project.
Ms. Rubin made this known when she called on the Vice-Chancellor, Prof. Johnson Nyarko Boampong, at his office.

Ms. Rubin explained that the project dubbed “Water 4 Mercy School of Agriculture” (WAMSA) was aimed at training and developing a new generation of agronomists and growers to boost agricultural transformation.

Empowerment

She indicated that her organisation’s focus was to transform the world with Israel's innovative and advanced water and agricultural solutions by empowering villages and provide opportunities for them to earn income.  “The Israeli developed drip irrigation system allows families to grow more food with less water and provides a means for financial independence. With this technology, we are not depending on seasons so we can sell onions when nobody is selling onions,” she explained.

Making reference to WAMSA, she noted that students who had been enrolled on the project were learning and practising as well as getting securing opportunities to set up businesses in the form of joint ventures. She said that setting up of WAMSA in a University was key because it would lead to increase in research in the area of agriculture. “What WAMSA will do is to set up opportunities for students to have a six-month training vocational programme to build their skills so that when they graduate, they can create jobs using agriculture technology,” she explained.

Partnership

Responding the Vice-Chancellor said the University was opened for partnership with organisations to provide opportunities for students to develop their potential in order to create jobs. He said the WAMSA project was in line with the University’s quest to train students to become entrepreneurs. “We are happy to hear this good news and I assure you that we are ever ready to collaborate with Water 4 Mercy to promote research and also create avenues for students to enter into agribusiness,” he added.

The Head of Department for Molecular Biology and Biotechnology, Prof Aaron Tettey Asare, noted that the University had contributed significantly to the agriculture sector.  “What we need currently is the support to start mechanisation to expand crop production,” he stated. 
Prof. Asare mentioned the issue of post-harvest losses which often led to most of the farm produce going waste and indicated the University’s readiness to collaborate with her organisation to improve the situation in the country.

The Director of the Centre for Coastal Management, Prof. Denis Worlanyo Aheto, said there was huge potential in the area of aquaculture and, therefore, the Centre was prepared to engage Water 4 Mercy to explore possible areas of collaboration. He said the Department of Fisheries and Aquatic Sciences, recently organised a five-day intensive training course targeting prospective and existing fish farmers including students in fish production.

Present at the meeting were the Director of the Centre for Entrepreneurship and Small Enterprises Development, Prof. Rosemond Boohene, and a Senior Lecturer at the Department of Agricultural Engineering, Dr. Ernest Teye.

2. The University of Cape Coast invites sealed Tenders from eligible suppliers for the supply of the above goods or services. Tendering will be conducted through the National Competitive Tendering (NCT) procedures specified in the Public Procurement Act, 2003 (Act 663) as Amended and the Guidelines of the Public Procurement Authority of the Republic of Ghana.

3. Interested eligible Tenderers may obtain further information from The Procurement Office, University of Cape Coast, Cape Coast, and inspect the bidding document at the address and location given from Monday-Friday, 9.00 am to 4.00 pm local time each day.

4. A complete set of Tender documents in English may be purchased by interested Tenderers on the submission of a written application to the address below and upon the payment of a non-refundable fee of GH¢200.00 each for the documents. The method of payment will be by cash, or bank draft to University of Cape Coast. The document will be obtained personally. 

5. Tenders must be deposited in the Tender Box located at the Procurement Office, Central Administration Building, Old Site, at or before 11:00am, on Wednesday, 18th November, 2020.

6. Tenders shall be valid for a period of 90 days after the deadline for Tender submission. All tenders must be accompanied by a Tender Security of not less than two percent (2%) of the Tender Price from a reputable Bank. Late Tenders will be rejected. Tenders will be opened in the presence of Tenderers’ representatives who choose to attend in nose masks at the Centre for International Education Conference Room, Old Site, University of Cape Coast and at the time specified above.

7. All tenders must be accompanied by: 
Valid Business registration certificate, VAT Certificate, Valid Tax Clearance Certificate, SSNIT Clearance Certificate, Manufacturers Authorization (where applicable), PPA Certificate or evidence of registration, appropriate certification etc.
