JOB VACANCY AT THE USAID/UCC FISHERIES AND COASTAL MANAGEMENT CAPACITY BUILDING SUPPORT PROJECT AT THE UNIVERSITY OF CAPE COAST, GHANA
 

The USAID/UCC Fisheries and Coastal Management Capacity Building Support Project intends to use part of its funding allocation from the United States Agency for International Development (USAID) to employ a qualified person to fill the following position:
Monitoring and Evaluation Support Officer(1 Position)

JOB DESCRIPTION: 

  1. The successful candidate will support the Project Monitoring and Evaluation Coordinator in the following duties and responsibilities:
  2. Assist Project Manager in preparing bi-weekly, quarterly reports on project progress on project activities;
  3. Support and strengthen monitoring, inspection and evaluation procedures;
  4. Monitor all project activities, expenditures and progress towards achieving the project output;
  5. Recommend further improvement of the logical frame work and M&E plan;
  6. Report on monitoring and impact indicator for the project success;
  7. Monitor and evaluate overall progress on achievement of results;
  8. Monitor the sustainability of the project's results;
  9. Support the preparation of Issues Log and Risk Log for the project;
  10. Suggest strategies to the Project Management Team (PMT) for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  11. Support the preparation of monthly, quarterly, half-yearly and annual progress reports on all project activities
  12. Conduct capacity assessment on existing monitoring and evaluation system and make recommendations to the Program Manager for improvement;
  13. Provide inputs, information and statistics for quarterly, annual and other reports to PMT and USAID;
  14. Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  15. Support monitoring and evaluation of the effects and impact of the project;
  16. Assist the project personnel with M&E tools and in supporting them in their use;
  17. Provide input and update information related to project outcome on UCC and project website;
  18. Organize and conduct training on M&E for project staff 

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

  1. Education: A master’s degree in natural resources management, coastal resources management, environmental science, sociology/social sciences, Business Administration, Economics, or other related field. Additional courses beyond a master’s degree will be an advantage. 
  2. Prior Work Experience: Demonstrable and progressive work experience in the following technical areas: natural resources management, fisheries and coastal management, environmental science, sociology/social sciences, economics or other related field including community-based programs with universities or research organizations and international organizations. 
  3. Language Proficiency: Fluent written and oral proficiency in English is required. Must be able to communicate effectively with the university and USAID staff members, and other stakeholders’ representatives. 
  4. Abilities and Skills: Must possess excellent organizational and collaborative skills, and analytical skills necessary to translate data or information into concrete actions for sustained impact and results. S/he must be able to identify and link project objectives/program goals with the various mandates, technical strengths of different partners. The individual should be highly motivated and have demonstrated the ability to take initiative in professional settings. The incumbent is able to collect and use relevant fisheries and coastal management information and data in preparing precise and accurate monitoring reports. Proven ICT skills, especially in using database software. High level of proficiency in Microsoft Word and Excel is required. Excellent working knowledge of other computer programs/applications (i.e. Microsoft Access, ADOBE) is desirable. Expertise in analyzing data using relevant statistical software (STATISTICA, MINITAB) is also desired. 

TERMS AND COMPENSATION 

Initial contract appointment for six (6) months renewable for an additional but terminal term of six (6) months based on performance and availability of funds

Prof. Samuel Kobina Annim Appointed as Government Statistician

The immediate past Director of the Directorate of Research Innovation and Consultancy, Prof. Samuel Kobina Annim, who is currently on sabbatical leave from the University of Cape Coast, has been appointed as the new Government Statistician.

A statement issued on Tuesday 9th of April 2019 and signed by, the Director of Administration at the Ghana Statistical Service (GSS), Mr. Kwadwo Asante-Mensah said “The President, on the recommendations of the Public Service Commission, has appointed Professor Samuel Kobina Annim as Government Statistician. Prof Annim assumed duty on the 1st of March 2019 and he is an Associate Professor of Economics.”

Profile of Prof. Samuel Kobina Annim

Samuel Annim is an Associate Professor of Economics with specific concentration on Micro Development Economics and Applied Micro econometrics at the Department of Economics, University of Cape Coast, Ghana. He earned Bachelor of Arts, Master of Philosophy and Doctor of Philosophy degrees in Economics at the University of Cape Coast (Ghana), University of Ghana (Ghana) and University of Manchester (United Kingdom), respectively. Following the completion of his doctoral studies, Samuel was engaged at the University of Manchester and University of Lancashire, both in the United Kingdom, in the respective capacities of Research Associate and Post-doctoral Research Fellow.

Prof. Annim has approximately 20 years teaching experience in Universities both in Ghana and abroad, and has more than 40 peer-reviewed journal articles, book chapters and technical reports to his credit. His publications are available in academic outlets such as World Development, Journal of Development Studies, Journal of International Development and the Oxford University Press. While at the University of Cape Coast, he contributed to a number of interventions including; institutionalization of microfinance programmes and a conference, establishment of a Data Repository Centre; upgrading the status of the Department of Economics to a School and the development of a host of policies that promotes scholarship and research administration.

Samuel passionately supports national and global development agenda by providing professional service to the National Development Planning Commission, the National Statistical System in Ghana and several international bodies.

History: 
The Faculty of Law, UCC was established in 2011. In 2005, the University administration started the process that led to the establishment of the Faculty. Prof. Philip Ebow Bondzi-Simpson was then appointed to spearhead the implementation process. The Academic Board of the University approved a three-year LLB programme in 2009 and an accreditation was granted by the National Accreditation Board to run a three-year programme in April 2013. In the same year, the Faculty admitted its first batch of students and the Founding Dean, Prof. Philip Ebow Bondzi-Simpson, led a team of legal academics and researchers who made the needed sacrifices to teach and mould the maiden cohort. Professor Obeng Mireku, was appointed the Acting Dean of the Faculty when Professor Bondzi-Simpson was appointed as the Rector of GIMPA. I, Kujo Elias McDave was appointed as the third Dean of the Faculty of Law, UCC, in September, 2017. The mission of the Faculty is to produce law graduates with the knowledge, competence and skills to provide legal solutions to the problems confronting Ghana, Africa and the world at large; and to undertake cutting edge research to confront these problems. In addition, through collaborations with and education of the public, we work to make the community, the country and the continent a better place. The Faculty's vision is to become and remain one of Africa's best Law Faculties, providing rich, experiential, critical legal education. The Faculty of Law, UCC has five (5) functional departments namely; the Department of Legal Studies which is in-charge of the LLB legal studies programme; the Department of Advanced Legal Studies which will take care of post graduate legal studies programme when the programmes are finally rolled out; the Department of Legal Extension which deals with outreach and extracurricular activities, such as the mandatory internships, the Roll Call, Jusrists’ Confab and Moots. The Centre of Legal Research, takes charge of research and publication activities of both Lecturers and Research Fellows and the Information Centre and Law Library. The Faculty of Law, UCC has been tasked with taking students through legal studies where they pass with LLB degrees. Students are taken through training in the traditional law subjects such as Ghana Legal System, Law of Tort, Criminal Law, Law of Succession, International Law, Environmental Law, Commercial Law, Company Law, Law of Immovable Property, Insurance Law and some novel ones such as Sports Law, Medical Law, Education Law, Intellectual Property Law, Petroleum Law, Banking Law, among others. The students, at the end of their studies, should be able to function in various areas of law, be able to find cases to support their arguments, be able to engage in legal advocacy and legal research and the general work. The Faculty has begun taking the final year students who have completed their LLB programmes though preparatory classes towards the writing of their entrance examination into the Ghana School of Law. Since the creation of the Faculty of Law, CHALS, UCC, in 2011, the Faculty has been able to graduate three batches of which members of the first two batches made it to the Ghana School of Law. Close to sixty percent of the first batch passed the entrance and interview and the second batch were close to about seventy percent of the class. Members of the maiden batch who successfully passed their exams and qualified are about to be called to be called to the Ghana Bar Association. The second batch are preparing to take their bar exams. The third batch are preparing to take their entrance examination to enter the Ghana Law School. The Faculty has run and continue to run a three-year postgraduate programme which begins from Level 200 and end at Level 400. However, our Faculty is about to admit the first batch of Senior High School students to the SHS stream of the LLB programme for the 2018/19 academic year. They will have a four year study instead of the three-year study plan for the post graduate stream of students. These SHS stream students will take university-wide core courses such as Communicative Skills, African studies and Liberal courses as any UCC undergraduate student and some Faculty courses such as Introduction to Law and Logical Reasoning. In the second year of studies, they will then join the 1st year postgraduate students at Level 200 till they complete their LLB programme. The Faculty of Law, UCC has a unique tradition known as “Roll Call” where newly admitted students are matriculated and initiated into the Faculty to begin their legal studies beside the University-wide matriculation ceremony. Students of the second and final year classes who excelled in various areas of their studies are also awarded during the Roll Call ceremony. Another programme peculiar to the Faculty of Law, UCC is the “Jurists’ Confab”. This ceremony is also held annually where teachers of the law, the Bench and the Bar come together to discuss developments in the law and the way forward and a communique is issued. Some speakers at past Confabs are Justice S. Marful-Sau, Justice Jones Mawulom Dotse, Justice Sir Dennis Adjei, Justice S. A. Brobbey, Her Ladyship Georgina Theodora Wood, and Justice Professor Samuel Kofi Date-Bah, all of the Superior Courts of Ghana and Prof Henrietta Mensa Bonsu, University of Ghana. The Faculty encourages learning not only in the classroom but outside the classroom as well. Our students are also to take mandatory internships in the second and third years of their study with institutions such as Legal Aid, the Superior Courts, with offices of some of the Justices, the House of Chiefs among others. This is to enable them acquire a direct hands-on training in all areas of legal practice. The Law Students’ Union (LSU) also organizes the annual programme known at the Legal Luminaries forum where people from the legal fraternity such as retired and practicing lawyers, judges and legal brains are invited to share their thoughts on pertinent legal developments. Some past guests are the then candidate Nana Addo Dankwah Akuffo Addo (now the president of Ghana), Justice Vincent Cyril Richard Arthur Charles (V.C.R.A.C) Crabbe, Ace Ankomah among other notable Ghanaians from the legal fraternity. Our Faculty is also disability friendly and also gender sensitive. We make sure that everybody feels at home and is able to study at all times; in a congenial atmosphere. I wish to use this opportunity to extend felicitations to prospective lecturers who wish to join us at the Faculty of Law, UCC and urge you to come join our family of legal academics and students. Prof. Owusu-Sekyere Predicts Fierce Competition for Water among Nations

A Professor of Agriculture Engineering, Joshua Danso Owusu-Sekyere, has predicted that there is going to be a fierce competition among nations for freshwater if steps are not taken to manage water resources in the world.                  

The next World War could be fought over water if measures are not taken to address the misuse of water resources; Ghana should “get its acts in order” he warned. 

Prof. Owusu-Sekyere made this prediction when he delivered his inaugural lecture titled “In the abundance of Water, the Food is Thirsty”.

The Amount of Freshwater is Diminishing Globally

Prof. Owusu-Sekyere noted that “Though the globe abounds in water resources, the amount of fresh water available to man is finite and rapidly diminishing both in quality and quantity” he noted.  On the importance of water, Prof. Owusu Sekyere said “Water has been described as the most strategic resource on the globe. It is essential for every society and individual, is critical for world economic development, for social welfare, and is home to a great many forms of life upon which the well-being of all human beings depend”

Prof. Owusu-Sekyere noted that the country was well-endowed with significant freshwater resources as compared to current uses and demands in the foreseeable future. However, he said that the amount of water available changes markedly from season to season as well as from year to year.  He further indicated that the distribution within the country was not uniform, with the south-western part being better watered than the coastal and northern regions.

Pressure on Water Resources  

The former Vice Dean of the School of Agriculture observed that the demand on the number of water resources was now becoming a major concern due to the ever‑expanding population, intensification of agricultural and industrial activities. He pointed out that human activities, especially illegal mining known as “Galamsey” was a major contributor to poor water quality in most rivers in the country.

Agriculture is the Largest Consumer of Fresh Water

Prof. Owusu-Sekyere indicated that Agriculture was the largest consumer of fresh water and accounts for “70% of freshwater withdrawals – up to 90% and more in some developing countries”.  He said for instance “Rice and wheat use more water than all other crops put together. Rice , n particular, uses about 40% of all irrigation water worldwide”. He called for the adoption of techniques that use less water for irrigation and environmentally friendly without unduly affecting yield.

Recommendation

In his recommendation, Prof. Owusu-Sekyere called on the government to invest to improve water management and infrastructure and a national drive to develop Rain Water harvesting systems. He recommended the prosecution of individuals whose activities pollute water bodies and further advocated that water use policies have to be publicised and enforced in the country to preserve freshwater for the future generation.

Presentation of the Books

Alumnus of UCC Donates to Department Ghanaian Languages and Linguistics

The Department of Ghanaian Languages and Linguistics has received a donation of assorted ‘textbooks’ from Mr Felix Kpogo, a former student and Teaching Assistant who is currently pursuing PhD. in Linguistics at the University of Boston, United States of America.  

Stating the purpose of donation, a former student of UCC, Mr Abdul Kuba, who presented the books on behalf of the donor, said the presentation was to show appreciation to the Department for nurturing him to rise to this level in academia. “The Department has been his home and donating these books is his greatest desire,” he noted. He assured the Department of Mr Kpogo’s continuous support and expressed the hope that the books would be beneficial to both lecturers and students.

The Department Needs the Support of Alumni    

Receiving the books, the Head of Department of Ghanaian Languages and Linguistics, Dr Emmanuel Amo Ofori, expressed his profound gratitude to Mr Felix Kpogo for the donation to assist a good cause in the Department. He said “as a Department, we normally encourage our former students to always come back home and do us the honours by assisting the Department in any form to promote teaching and learning.

Dr Ofori appealed to other alumni to emulate the gesture by Mr Kpogo to also assist the Department with teaching, learning and research resources such as computers, printer, and books among others.

Procession through Cape Coast

CCDRR Observes 2019 World Autism Awareness Day

The Centre for Child Development Referral and Research (CCDR) has observed the 2019 World Autism Day with a call on society to show love and care to children with autism.                                                                                                                

The internationally recognised day is celebrated globally on April 2 every year after being adopted by the United Nations to create awareness on people with autism spectrum. The 2019 celebration is on the theme “Assistive Technologies, Active Participation”.   

Procession through Some Principal Streets of Cape Coast                                              

The Centre marked the day with a procession through some of the principal streets of Cape Coast to create awareness on the need to improve the quality of life of children and people with autism so they could live full and meaningful lives as integral members of society. Some of the inscriptions on the placards read “Autism is not a curse; Those who judge don’t understand, those who understand don’t judge; Don’t compare me with other children; All children have different abilities; Embrace differences; Shine a light on Autism”

Addressing the media, the Dean of the Faculty of Educational Foundations, Prof. Eric Nyarko- Sampson, said the Centre was observing the day to bring to the attention of the general public that children with autism, were not evil. He explained that “Autism Spectrum Disorder is a developmental condition that generally shows before age three and affects the way children speak, interacts with others and behaves. They may like to do the same things over and over again.

Prof. Nyarko-Sampson said parents with such children should not neglect them but support them to cope with life. “Managing children with autism can be very disheartening but these children are human beings who also need care and love like any other child,” he added. He urged parents to bring their children with autism to CCDRR for support and individualized educational intervention. He assured that the Centre has specialists who would assess their children and equip them with the requisite skills to develop their potentials.

Seek Assistance from CCDRR

The Head of Department of Education and Psychology, Dr Irene Vanderpuye, advised parents to seek assistance from CCDRR and called on the general public to do away with the misconception about children with autism. “Some people think children with autism have mental illness or are mentally retarded. Children with autism are human beings like us, they are not sick but it is the condition that makes them different,” she reminded. Dr Vanderpuye reiterated the call on society to accept and support children with this condition to live a meaningful life and also become responsible individuals.
