JOB VACANCY AT THE USAID/UCC FISHERIES AND COASTAL MANAGEMENT CAPACITY BUILDING SUPPORT PROJECT AT THE UNIVERSITY OF CAPE COAST, GHANA
 

The USAID/UCC Fisheries and Coastal Management Capacity Building Support Project intends to use part of its funding allocation from the United States Agency for International Development (USAID) to employ a qualified person to fill the following position:
Monitoring and Evaluation Support Officer(1 Position)

JOB DESCRIPTION: 

  1. The successful candidate will support the Project Monitoring and Evaluation Coordinator in the following duties and responsibilities:
  2. Assist Project Manager in preparing bi-weekly, quarterly reports on project progress on project activities;
  3. Support and strengthen monitoring, inspection and evaluation procedures;
  4. Monitor all project activities, expenditures and progress towards achieving the project output;
  5. Recommend further improvement of the logical frame work and M&E plan;
  6. Report on monitoring and impact indicator for the project success;
  7. Monitor and evaluate overall progress on achievement of results;
  8. Monitor the sustainability of the project's results;
  9. Support the preparation of Issues Log and Risk Log for the project;
  10. Suggest strategies to the Project Management Team (PMT) for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  11. Support the preparation of monthly, quarterly, half-yearly and annual progress reports on all project activities
  12. Conduct capacity assessment on existing monitoring and evaluation system and make recommendations to the Program Manager for improvement;
  13. Provide inputs, information and statistics for quarterly, annual and other reports to PMT and USAID;
  14. Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  15. Support monitoring and evaluation of the effects and impact of the project;
  16. Assist the project personnel with M&E tools and in supporting them in their use;
  17. Provide input and update information related to project outcome on UCC and project website;
  18. Organize and conduct training on M&E for project staff 

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

  1. Education: A master’s degree in natural resources management, coastal resources management, environmental science, sociology/social sciences, Business Administration, Economics, or other related field. Additional courses beyond a master’s degree will be an advantage. 
  2. Prior Work Experience: Demonstrable and progressive work experience in the following technical areas: natural resources management, fisheries and coastal management, environmental science, sociology/social sciences, economics or other related field including community-based programs with universities or research organizations and international organizations. 
  3. Language Proficiency: Fluent written and oral proficiency in English is required. Must be able to communicate effectively with the university and USAID staff members, and other stakeholders’ representatives. 
  4. Abilities and Skills: Must possess excellent organizational and collaborative skills, and analytical skills necessary to translate data or information into concrete actions for sustained impact and results. S/he must be able to identify and link project objectives/program goals with the various mandates, technical strengths of different partners. The individual should be highly motivated and have demonstrated the ability to take initiative in professional settings. The incumbent is able to collect and use relevant fisheries and coastal management information and data in preparing precise and accurate monitoring reports. Proven ICT skills, especially in using database software. High level of proficiency in Microsoft Word and Excel is required. Excellent working knowledge of other computer programs/applications (i.e. Microsoft Access, ADOBE) is desirable. Expertise in analyzing data using relevant statistical software (STATISTICA, MINITAB) is also desired. 

TERMS AND COMPENSATION 

Initial contract appointment for six (6) months renewable for an additional but terminal term of six (6) months based on performance and availability of funds

Prof. Samuel Kobina Annim Appointed as Government Statistician

The immediate past Director of the Directorate of Research Innovation and Consultancy, Prof. Samuel Kobina Annim, who is currently on sabbatical leave from the University of Cape Coast, has been appointed as the new Government Statistician.

A statement issued on Tuesday 9th of April 2019 and signed by, the Director of Administration at the Ghana Statistical Service (GSS), Mr. Kwadwo Asante-Mensah said “The President, on the recommendations of the Public Service Commission, has appointed Professor Samuel Kobina Annim as Government Statistician. Prof Annim assumed duty on the 1st of March 2019 and he is an Associate Professor of Economics.”

Profile of Prof. Samuel Kobina Annim

Samuel Annim is an Associate Professor of Economics with specific concentration on Micro Development Economics and Applied Micro econometrics at the Department of Economics, University of Cape Coast, Ghana. He earned Bachelor of Arts, Master of Philosophy and Doctor of Philosophy degrees in Economics at the University of Cape Coast (Ghana), University of Ghana (Ghana) and University of Manchester (United Kingdom), respectively. Following the completion of his doctoral studies, Samuel was engaged at the University of Manchester and University of Lancashire, both in the United Kingdom, in the respective capacities of Research Associate and Post-doctoral Research Fellow.

Prof. Annim has approximately 20 years teaching experience in Universities both in Ghana and abroad, and has more than 40 peer-reviewed journal articles, book chapters and technical reports to his credit. His publications are available in academic outlets such as World Development, Journal of Development Studies, Journal of International Development and the Oxford University Press. While at the University of Cape Coast, he contributed to a number of interventions including; institutionalization of microfinance programmes and a conference, establishment of a Data Repository Centre; upgrading the status of the Department of Economics to a School and the development of a host of policies that promotes scholarship and research administration.

Samuel passionately supports national and global development agenda by providing professional service to the National Development Planning Commission, the National Statistical System in Ghana and several international bodies.
